In 1997, Phil was seconded to the then Emergency Planning Division of the Home Office to represent the Department of Health & the UK Ambulance services with regards to national contingency planning arrangements. Based at the Emergency Planning College, Phil worked on several national guidance documents, for both the NHS and the ambulance service specifically around chemical decontamination, as well as been Course Director for the Safety at Festivals and Mass Gatherings course. Operationally, Phil has attended a number of major incidents at local, regional and national level ranging from air crashes, to public health emergencies.
Phil, who is one of the founding directors of MRL Limited, has been project lead managing safety and emergency planning for a number of complex, high profile projects in London including Live8 in 2005 and the Diana Fountain Memorial opening in Hyde Park 2004.
Phil has been a health emergency planning adviser to two Regional Directors of Public Health (Chief Medical Officers in the region) and leads on various policy development projects for the Department of Health Emergency Preparedness Division.
Having attained a masters of science degree in Emergency Planning & Disaster Management, Phil specialises in health emergency planning, resilience and business continuity, and is also a Member of the Institute for Emergency Management.
